Stephanie was found chained under a house, with a collar so deeply embedded in her neck it must have been there since birth. This abuse is a crime under the Animal Welfare Act of the Philippines, but we simply do not have the resources to pursue any cases. The correct initial reaction to finding such cases is to report them to the Barangay officials who are duty-bound to intervene. We removed the collar and chain, and following a good dinner, she slept sleeping comfortably for probably the first time in her short life. Over the following months, she gained weight, regrew her thick white coat, and is now full of beans and loves going on walks!
